Living in Osaka without employer-provided insurance? You need to enroll in National Health Insurance (NHI). Osaka City processes NHI enrollment at each ward office, and several locations offer one-stop foreign resident services to streamline the process.

Step 1: Register Your Address First

NHI enrollment requires a completed resident registration. If you have not yet registered, do so at the same ward office visit.

Step 2: Go to the Insurance Counter

At your ward office, find the National Health Insurance counter. In wards with one-stop centers, staff will guide you through both registration and insurance enrollment.

Step 3: Submit Your Application

Complete the enrollment form with your Residence Card. Staff may ask about your employment status to confirm you are not covered by employer insurance.

Step 4: Receive Your NHI Card

Your NHI card arrives by mail within about 2 weeks. Until then, you can request a temporary certificate for urgent medical needs.
